Why This Matters
High user risk in Microsoft Entra ID signals that a user account may have been compromised. Without a conditional access policy requiring a password change for high risk users, attackers could retain access to sensitive resources. Implementing this control forces users to reset their credentials, effectively locking out unauthorized parties.
